Was the tow truck for the car after it had gone through the flood water?

I assume so, but I'm not convinced it was a legitimate recovery as the the truck driver saw the drone above and got back in his cab and drove off.

This must be how they do the 3d modelling on Google Earth?

How does this work? Do you specify an area and it flys an automatic route? And does it take a while?

An empty/closed road and a skilful pilot could make for some epic tracking shots with that top speed.
