Video editing software for a newbie

I have been using WMM for years and still use it to this day.
I think its time to upgrade to something better and that will work well on Win 10.
Any suggestions?
I don't have much of a budget but would prefer something that's a one off cost rather than ongoing monthly subscription as only do maybe 4-5 videos a year.

Check out Davinci Resolve. It's free for the basic version (and the basic version is more than enough for most).

Ebay has a choice of replaced software at low prices. My opinion is that there's no need for the latest, best and most buzzy.
I've got Power Director 365. It comes with lots and lots of titling freebies that are of little use.
Use YouTube to see the UI of something that takes your fancy. They are much of a muchness at the 'prosumer' level with regards to facilities and options. If my experience is anything to go for, you will go for one and wish you'd gone for another.
I've tried a lot.
Over and above the UI, you want stability. You can have workrounds for everything else.
Resolve is probably not the easiest software to use but it is probably the best.
Put the effort in and you'll be glad you did.
It being free is nice too. I used it that way for a while before buying the dongle.
