V8S fuel leak and oil pressure

I have recently bought a 1991 V8S (69k)and would appreciate any advice on the following:
Fuel leaking from offside of fuel tank behind wheel only a problem when >1/2 full. Seems to be coming from the area of the rubber seal halfway up the side wall of the tank. What is the likely costs of repair and is it possible to sort without involving dealers?
The oil pressure at warm idle can creep down to about 12 ft lb as indicated by the car's oil pressure gauge, is this OK? Internet site on Rover V8's suggested pressure can go down to 7 ft lbs before problems are indicated. Is the gauge reliable, or should i get a friend to come over with some kit to measure it independently?
