Wrong belt size on parts list
Discussion
Just to complicate matters still further just because it is a Cologne engine doesnt mean it will always have the same crankshaft pulley. The Cologne was fitted in many different vehicles and there are some variants in crankshaft pulleys. All the original TVR fitted 2.9's should be the same (but anybody familiar with the S would be a fool to bet on it!) but is it the original engine? If not then the size could vary. Belts are cheap enough, check which one fits correctly (tension adjuster has room to adjust, belt is not close to hose etc), make a note of the number, buy a spare to match.
(Not sure if this is what Phillpot is hinting at, but buy from a reputable supplier, there are copies on the cheapo market)
Notes in passing, 2.8 and 2.9 arrangements are NOT the same, for example alternator mountings differ and do not give the same alignment.
2.8 can be modified to run a shorter belt and give easier access to the off side rocker cover.
