You use contactless debit cards like everyone else but the max cost is capped at the one day travelcard price.

No it was NOTThe ULEZ to the North & South cirular roads was in his manifesto. The reason for now the change to the whole Greater London boundary, because it flopped and did not generate the money they expected from the North & South circular roads. People changed cars, some used dodgy methods to by-pass the fine and still drive in.
It is nothing about the emissions (more a smoke screen) no pun intended; all to do with revenue raising.

Rather than face accusations of "secret" pricing they've made it public for everyone.
I'm sure in time CO2 emissions will be replaced by weight. That way 3.5 ton 100kWh SUV will pay more than a 1.3t 40kWh electric car.
In a previous role I had to deal with TfL and Labour run Greenwich council planners. One of the conversations I had with a senior Greenwich official has always stuck with me and really frames how the planners and operators think about cars in London.
They see cars as a transport option that is far too cheap, relative to mass transit.
They see cars as an underpriced transport mode when considered for the space that they take up, the emissions they produce, the cost of management and infrastructure, and the time lost through congestion.
This group thinking is endemic amongst councils and central government, and they expect every one of their employees to subscribe to this.
ULEZ is one tool in all the things they would like to deploy to make motoring ‘the right price’.

Mayor steps beyond his manifesto, will face an opponent explicitly committed (and likely to be campaigning as their number one issue) to overturning it.

These days you can just use your back or credit card to tap in and out at entrance/exit .Anyone know if there is any truth in it? As an occasional visitor to London I really dont want a bloody Oyster card - yet another piece of plastic to carry around.
I also use the Trainline app and keep ticket on my phone.
