Article on P2 of CET about this, and it's not just local to Coventry. Looks like it's Warks in general, in a Blue BMW ,but mainly on side roads.

Last couple of days I've seen a kermit green Fabia VRS flying down the M40 near Warwick with blue lights on in the rear window.

Silver BMW F10 5 series saloon, seen yesterday heading north on the M6 just north of the M54 turning. BK63 ZT(something).

Looked like he was moving with purpose, especially impressive given the traffic!
