Cop Cars - Unmarked - What & Where, as much detail on cars!!

Anyone know what the white van sitting on the raised verge beside the M90 approach to the Queenferry Crossing on the Fife side this afternoon is. It wasn't marked as a mobile speed camera van more like a traffic Scotland monitoring unit. It had what looked like a camera or some sort of scanning device on its roof. It was parked at an odd angle to the carriageway with no open windows so I don't think it was a laser unit. I see similar in that area quite often. Any clues as to what it might be and what it's for?

A very average looking new shape battleship grey Volvo XC90, smallish wheels and nothing out of the ordinary bar it lit up like Blackpool.
Clocked today on the A1 just near the Tranent slip road East bound.
You wouldn't look at twice... very covert..
There's more of them appearing on English plates these days - seen a Yorkshire plated dark BMW stopped on the M8 recently. Absolutely nothing to tell it from the thousands of similar generic German repmobiles, other than, as you say, the light show.A very average looking new shape battleship grey Volvo XC90, smallish wheels and nothing out of the ordinary bar it lit up like Blackpool.

EDIT - just spotted the post from November about a similar car. I'm sure the one I saw was a 68 plate though.
