I don't think so, its a 390SE road car which was used for racing by Chris Schirle partner who used to race it, which then when sold was used as a Hill climb car. That if its the car which Track v Road had for sale for over a year. The SEAC pages doesn't recognise its a SEAC, just because its got a detachable SEAC nose on it doesn't make it a SEAC.

It turns out it is one of the factory 420 seacs.

Sorry its not, its a 390SE road car with a detacable SEAC nose section fitted just like a 350SE which is used for racing in a white and green colour scheme, which has been up for sale on and off for the last 18 mths.It turns out it is one of the factory 420 seacs.
David Gerald's Motorsport made the 390SE car in question into the car it is in now, for Chris Schirle business partner to race. They then sold it at the same time as the sold the 420SEAC factory race car to Jeff Statham in 1991. I have a copy of the advert for anybody who wants to know!
OK this car has a 420SEAC decal on it but this was fitted when it was painted by Track V Road a year or so ago. If you don't believe me ask John Mileczek as he knows the history better than most.
Another person who can tell you is the keeper of the SEAC records.

I met John Mleczek at Back Home in '97 (TVR's 50th), he was conducting factory tours and was reminiscing about some of the issues with the Wedges (such as the bonnets collapsing with engine heat)... good to hear he's still going!
Cool...Why not come and see him 20 years later...Wedg1e said:

Hi IanYes John is still going strong, he rang me last week for the usual hour long chat and his health is very good.
Unfortunately he doesn't have a wedge any more, which he does regret.

Hi to all the supporters of this prestigious event.
This year's celebrations will be some of the best seen at the event for a long time, every effort has been made to ensure that this event will cater for all who have love for this unique brand that is TVR.
This event has been in the making for just over 18 months, so as you can imagine I have been very busy securing some wonderful experiences for you all to enjoy and remember.
You will be treated to some very rare TVR memorabilia over the weekend of the 7th-9th July 2017.
We have some very special TVR guests attending this year which may never happen again.
There are some of Englands most beautiful sceneries to enjoy at your leisure, Fantastic food for all pallets, BBWF classic award ceremonies and much more.....
We will also be holding the yearly raffle and charity auction which so far has had some very exciting donations, as always your contributions are very welcome, so any gifts you can donate will be very much appreciated.
I personally am very much looking forward to this years epic celebrations, and of course always look forward to meeting and making new friends as much as I do seeing current friends and associates.
If you haven't yet booked your place at this special event then please do so as soon as you can.
Thank you
