I cannot see why such a big issue?
If a Ferrari, Maserrati, Lambo or Porsche with an aftermarket/non-production/bespoke stainless exhaust is found to break the 'Saxo' noise limit rule, then - tough, cos it should be the same rules for everyone!
There's plenty of bespoke pipe benders who can make you quieter system if your existing one is fubar.

I might be being pedantic, but a Subaru's a boxer four (as far as I know), rather than a flat, although I did think of that one (hence the 'not many' comment). If we're talking about boxer/flat fours, there've also been the alfasud and Beetle (and 356) but that's 4 manufacturers in 50 odd years, so still not many.
