Strange astra estates on the a3

Spotted earlier two rather strange looking astra estates. One in the morning and one this evening.
Both cars had rails on the roof for a top box, attached were 3-5 antennas. Both driven by single male drivers in plain clothes and I managed to see a small screen to the r/h side of the steering wheel on one of them. Both different colours.
I don't think they are undercover police cars as I couldn't see any lights on them but one of them this morning was speeding quite significantly past a speed camera van with another small hatchback close behind it.

Anyone know what's up with them or has anyone else seen them?

They may be Army or Navy. Or RMP

Can you recall the registration numbers

Can't recall the reg's, one near farnham eastbound a31 and the other near ripley westbound a3. Apparently there was also one near Winchester.
