It really is a 'superfically positive' charge. Plus just the forerunner. Very narrow bit of thinking and summed up beautifuuly for me by the Mayor's response upon launching this (and the T charge) to a question from a BBC reporter. They asked 'What if people can't afford this charge?' His response - 'They can buy a new car that is exempt from the charge(s).'
There is talk of a 'Classic Car' exemption but I wouldn't hold your breath.

Agreed. I'm pretty shocked by the plan to expand the zone to the roads within the North / South Circular.
It was being consulted for 2021originally but it will now come into force in 2019 - next year. Some of the scameras used for commercial vehicles are close to me and technically further out than what I would class as the south circular.
