Vibration through steering wheel

Hi,
I've recently had 4 new tyres fitted which I then got replaced as they were out of shape, I got 4 new pirellis fitted by the garage, since then I have a pulsing through the wheel from 20mph that is most intense around 40-50 then around 70mph, I've had it checked by a couple of mechanics that can't find anything obvious, checked all the bushing etc. I've tried rotating the tyres around and using my second set of winter wheels on and it doesn't change the symptoms, I have replaced the front discs and pads. While swapping the wheels around though I did get the vibration to disappear by changing the front right to my spare tyre but when I changed back the symptoms returned so I tried putting the spare back on and it didn't change anything.
The vibration was not there before the tyre change.
can anybody offer any advice as to what it could be as it's driving me to the point I'm going to trade the car and getting a different one.

Take the discs off.
Clean the hub and the bit of the disc that contacts the hub properly. Check the face of the disc that touches the wheel and the back of the wheel for any lumps.
Road test.

If that doesn't fix it, it is possible it is the discs &/or pads. I've had it happen before on a couple of cars (at a guess 2 in probably 500) and for some reason the new discs and pads cause a wobble due to some manufacturing defect that isn't obvious.
ETA; it isn't clear from your post if the brakes were changed before/after/during the wobble !

I had the car jacked up and spun the wheels, also took it back to the garage and they accepted they weren't right.
The problem was there before the new pads and discs, I made sure the hub faces were clean and the slide pins moved freely.
I did have wheel alignment done at the time of fitting the first set of tyres, just on engine wheel was out and they adjusted it, could this possibly cause the issue I'm getting, possibly to much toe in?

Had similar when I got new tyres. Had a proper 4 x wheel laser alignment - still there. Had all 4 x wheels road force wheel balanced (they were all slightly out) - still there. Finally removed the spacers fitted by the previous owner! That sorted it..
If the suspension etc is ok make sure you get a full and proper full 4 x wheel geometry done. Road force wheel balance is great but expensive and you have to find someone who has the right machine, knows how to use it and has it properly configured.
After you've done that, if its still there then sell the car!
