01 Yaris T-Sport/Vitz tire movement only on ground

I was checking my wheel bearing on my front tire i grabbed the tire 12 and 6 and no movement when the car is on jack stands, but when i got the car on the ground and pushed 12'o clock on right front tire then i felt a little movement, I couldn't move it at all when the car was on jack stands.
The reason for checking because when on asphalt and there is a little gravel (small rocks) and i'm turning to left then it feels like the right tire "hops"? can't really describe it, there is no noise when driving, no humming, grunts just silent other then exhaust.

The hopping sounds like the Akermann effect.
Wheel movement on the ground was possibly the suspension not settled when you dropped if off the jack. You may also have a worn suspension bush. When not under load the spring takes up any slack so you won't feel it.
