Personally I'd be taking the trim off completely, giving the car a thorough deep clean, dyeing the trim, then re-mounting it with something like tigerseal. As far as cleaning the algae/moss, I've never had to tackle a car in that state so can't advise for sure, but maybe just a much stronger/greater amount of detergent in the bucket when you wash it, along with a firm paint brush to work the detergent into any places it's difficult to reach.
If you had to use tape I'd be looking at VHB tape like butyl rather than foam. There should be some better advice put forward before long regarding proper decontamination of paint.

Mid 80's onwards RRC side trims do that.
Did mine by taking off completely then using a hot air gun to heat them up & straighten them out - with a very slight bend the other way.
Reattached with double sided trim tape.
You may need to use a glue remover or similar on the remains on the paint.
