The problem was lack of an engine that could compete with the BDA, and there really wasn't anyone they could turn to for help, with Ford's tie up with Cosworth in place.
Des tried with the ill-fated BRM head development, but that was no where near competitive or reliable and, as you say, with funds lacking, and BRM by that time already in a death spiral, it was no surprise it was about as useful as a chocolate tea-pot.

Fords 'Win on Sunday sell on Monday' policy across its world-wide divisions started in the early 1960's with the funds to back it up ensured that its competitors either had to match it or accept they were always going to play second fiddle to the Blue Oval.
