Yes, there is normally a large plastic mount that sits in that space so that the plate is flat. I thought it looked a bit cumbersome and ruins the lovely lines of the rear so when I had it painted a few years ago I ditched the mount and put a sticker registration plate directly onto the body. You're lucky enough to live in a country where they do things simply and effectively whereas here we overcomplicate everything and then make a pigs ear of the work so that's not an unusual pavement.by us its mostly like this under>

and it was delightful to see on the road, dog's head out of the window and seeing the lovely headrests through the rear windscreen. Driven in a sprightly manner too.
