This, and other similar articles, indicate that the No Entry Except Cycles was introduced because so many people don't know that the other one means NO motor vehicles.

So 'Cycles' refers exclusively to pedal cycles, but it does seem that in removing one ambiguity they've introduced another one.

Surely "except cycles" does not include motorcycles, in the same way as orange for a child excludes vodka orange?

As all the parked vehicles are pointing in the same direction, I would suggest that there may be a permit parking scheme in operation and further instructions may be posted on the entry roads to the estate.
Look closely above the black car in the centre of the image. That looks like a permit/residents only parking sign or similar.

I know the roundel is a "no motor vehicle" sign, but what is the difference between that and the same one that has a diagonal red stripe through it?

Chatting to a guy yesterday who it turned out was a policeman involved with driving standards. I asked him and got this reply.
Emergency vehicles are aloud through whereas no entry they are not.

Technically it depends on the order creating the prohibition or one way street, in practice they all use a standard wording that does exempt several classes of vehicles including emergency services.
