Slowing down hand signal

Has anyone seen it used recently?
Was on the A6 near New Mills on Monday morning the driver of the car in front did a lazy up/down arm signal (I thought he was stubbing a ciggy out on the door for a moment) and then pulled over to the kerb and stopped.

I'm pretty sure that's the first time I've seen it used by a car with brake lights and signals; has anyone else seen it used recently, or even used it themselves?!

I used one about a month ago. I was following a car where the road suddenly went from single carriageway to dual carriageway. The car behind had gained on me slightly (clearly into the contact position). I think he assumed that he would be able to get passed me easily.
I actually wanted to turn right just after the road widened, so window down and hand signal. He backed off immediately, changed position and was off up the nearside.
I think I've just that about type of signal about 5 times in 17 years driving.
Edited to add that the reason I didn't just use my right indicator is that I think he may have thought I was just planning to overtake the car in front just at the point where the visions improves - i.e. at the road widening point.

That's only the signal to an officer directing traffic -- the one to other traffic requires an open window.
Cheers for that, quite correct, and of course the signal for driving straight ahead.
I wonder if these signals came out before cars had indicators fore and aft? remember those trafficators in the centre column of cars, used to lift out and light up.
On that theme, I was told at a vitage car show, they first put the flashing little indicator lights where the trafficators were, and it didnt really catch on, then some bright spark put them on the front and back of the car, the rest is, as they say, history.

I’d like to say i use this signal regularly, however, I’m usually standing by the side of the road, away from my car, the signal in question is always done following an extended left arm with extended index finger pointing sharply at the driver / rider of the vehicle in question going a bit to fast !!!
Be wary of women drivers doing this, she may be drying her nail polish.........
