It's a bit different now to that fateful year when Goodwood had to change everything after already announcing the dates. The WMSC used to ratify the F1 calendar when they met in person in December, it's now done by e-vote and has already been formally approved.

Therefore, as I understand it, neither F1 or Goodwood have a 'TBC' caveat any more.

That doesn't mean it can't or won't change, but it's significantly less likely than it used to be.

Yes 2017, when it was decided as late as 2nd December to shift the Baku GP. It's good to hear that's it much less likely to happen now.
