I’m after a set of 38mm carbon clinchers and these are obviously a great price, but possibly too great! I don’t ride all that much these days I mainly run so I don’t want to spend more than £400.

Novatec are renowned for early bearing wear, easy to replace for something better.
I also can't stand the flange pattern on those Novatecs linked to, like flower petals.
Light Bicycle and Farsport are the most well known and regarded Chinese retailers but have built on that reputation and prices are above the others as they tend to use better components - Sapim spokes and nipples for e.g.
Carbon Zone are another eBay based on with a good rep.

I’d certainly be happier with CX-Ray spokes, although the hubs are an unknown.

I'm also well pleased with carbonspeed. 10,000 miles now with no problems, including some pretty rough terrain, though they were badged as cyclocross wheels so heavier duty than pure road wheels. Novatec hubs still spin freely.
I've also been impressed with ICAN wheels, sold through tribicycle eBay seller https://www.ebay.co.uk/cln/tribicycle/ican-road-bi...
I think the supplier mentioned by the OP is UK based (presumably imports small quantities from China) so delivery should be quicker and avoid customs charges. Also easier to return if there is a defect.

I’ve built a few wheels with the better Novatec hubs, and now have them on both mine and the youth’s XC bikes, which we race in all conditions, as well as on our cyclocross bikes, which both have carbon rims, so only see dry weather use, and I’ve not had any failures or bearing problems at all.

This I think is his most similar offering, I personally would spend the extra £130 (in addition to your maximum £400).
