2010 CRV Starting Issues

Family friend recently bought a 2010 CRV diesel.
Occasionally it refuses to start, not even attempting to crank.
I know these cars have a very common problem with the barrel, is there any experts near Coventry that can repair it? I've looked at the guide on YouTube and I know I'll screw it up.

so to drive you mad, so turning of the key doesn't always draw battery power to get it turning over? i.e. just trying to confirm electrical issue as opposed to mechanical such as fuel starvation

Key wont turn to crank properly, messing with the wheel to turn off the wheel lock usually sorts it, so guessing it an issue with the wheel lock and barrel

That definitely sounds the place to start; worn key barrel or abuse by an owner forcing the steering lock before key properly engaged.
