I would say the accurate comparison of tyres is best done back to back on the same day. I've found 2 or 3 seconds varience in laptimes on different days of similar conditions, temperatures etc. Laptimes are usually slower in the afternoon for most in general too
My comparison of tyres was done within about an hour of each other, but it's interesting you say this. I went to Snetterton a little while ago - it had been raining in the morning and then dried. The circuit seemed dry in all the right bits and the laps felt great, but they were a good 4-5 seconds off what I felt I expected from the car.
Fast forward a couple of months and the same thing happens (wet then dry), yet by the end of the day I'm 4 seconds faster than the previous time.
Snetterton times do seem to vary wildly

It is hard to explain sometimes, especially when all feels good when you're lapping but the lap times are totally different to what you were expecting. I don't know why, but tracks always seem to take some time to come in, even after its dried up after rain. Maybe the rain brings all the oil and crap etc out of the crevices in the track up to the surface. I did a 2:10 dead in Friday practice the day before so I don't know where that laptime went... IIRC it rained overnight.
