Wanted - data analyst

I work in this space, but was a bit unclear what you're after...
Is it
1. A developer with knowledge of data architecture and data modelling who can create an environment (data warehouse, Mart etc) and the associated operational data processes / ETL. Typical skills would be SSIS, SQL Server or the equivalent
2. A technical analyst who could create cubes, dashboards, machine learning etc. for the purposes of enabling multi dimensional analysis, predictive analytics etc. Typical skills SSAS, MDX, DAX, R or the equivalents
3. A data analyst who uses the capabilities delivered by 1. And 2. To derive business insight and help inform decisioning.
4, All of the above
From the title, it would suggest 3. But the role, as you describe it, seems to cover the different areas too. Are you lookIng for someone to create the capability or use the capability to add business value?
