It’s a ‘floating hour’ movement. So the bottom strip is the minutes and the hour marker moves over the minute markers as the entire centre of the movement turns.
As the centre dial turns (one revolution every 3 hours) the hour discs turn each time they reach the twelve o’clock position to the next hour. So the correct hour is showing each time the marker starts its journey across the bottom of the watch.
Very easy to read and just something different to the normal. Fairly large but very comfortable and keeps pretty accurate time (it’s automatic).
Obviously based on the movements designed by Urwerk but at a fraction of the cost.
The company has another one coming out shortly which is equally quirky (and Urwerk like).

What make is it? Sorry if I missed that somewhere. Seems to be around 1.5K based on a quick google.

It is indeed an Atowak Spaceship. Got a discount on a sale offer and paid about £1300 including shipping for the azure blue with the two straps (usually £1500ish). Risky buying from such a new company but the online reviews on some of the independent watch forums were very favorable and I love the Urwerk style movements. I just can't afound £90K for the Urwerk badge
As pointed out It is very obviously based around the Urwerk design of movement that has been very cleverly figured out and re-engineered into an affordable package. Finding it to be very good at keeping time although due to the complex nature of the movement it only has a 36hr power reserve. I have a couple of watch winders though so that can be overcome.
Another thing of note is the steel strap is very innovative in itself. Maybe I am sheltered but this is the first steel bracelet I have had that not only has a quick release connection to the watch case but also has spring clips in the adjustment links also. So changing out a link takes seconds and doesn't need any tools at all. Even the clasp extender is controlled by a spring switch on the clasp. The strap will only fit this watch due to the way it connects to the case but if it was a standard case connection I would have probably bought a few more for other watches...
