Concert tickets why are resale sites allowed?

just curious here every time a popular group releases tickets they seem to be all snapped up a nano second after the lines open yet there are loads available on the resale sites (stubhub/viagogo/whatever) at vastly inflated prices.
I thought that touting had been outlawed so how is this any different? Surely it's not beyond wit or reason to ban any ticket sales except via the band's website or the venue. You can't go? Simple sell it back to the venue.
While I'm having a moan WTF are the extra fees that (for example) the O2 add on to their tickets as processing fees? Seriously if I have to pay it then it's part of the ticket price not a separate charge.

Entire industries corrupt, promotors realise tickets are worth more than a band needs or wants to be seen to be charging, so vast numbers of tickets never really see general sale and surface at several times face value on such sites. There was an investigation a while ago now but it concluded something like "the industry should be left to police itself", I think we all know exactly what happened there don't we.
As for the increasing number of cynical fees same as above - because they can, pretty much, and also all of these fees are non-refundable if event cancelled.

Tours are sold to promoters who in turn seek to recover their investment which they do by the simplest and quickest means possible.
The bands (or their record / management companies) are happy because they get their required fee
The venues are happy because the promoter has paid them their required hire charge
And as long as there are sufficient punters willing to pay whatever, then they'll be happy and the promotors will be happy.
Until something in that cycle starts to break, that's how it's going to be. Some bands occasionally make noises as to how unfair it all is but in truth, they're pretty powerless and / or gutless to do anything meaningful about it.
