So, fed up with the trooper rotting on the drive I've pulled it out (it still rolls). Charged both the batteries- now turning over like a dream.

Not starting- so probably a fueling problem.

Is there a correct way of checking? What else do I need to do on a recommision?

Is it petrol or diesel?

If the latter, you could crack an injector fuel pipe to see if fuel is getting that far. At least that's what I'd probably do on a Land Rover.

Does it sound like any fuel at all is getting through? Is it spluttering/trying to start or purely 100% electric starter noise.

It's a diesel.

It's not sounding like there's anything getting through. It's got a hand primer fixed to the bulkhead - I've given it a good pump but nothing.

I'll pop one of the lines off and see what happens.

SO...

Not getting any fuel up to the engine. Even the hand pump won't force it up.
