Vehicles used just for agriculture, horticulture and forestry

This includes tractors, agricultural engines and light agricultural vehicles used off-road. It also includes ‘limited use’ vehicles used for short journeys (not more than 1.5 kilometres) on the public road between land that’s occupied by the same person.

This is from gov.uk there are also restrictions on weight etc you can drive with the new licences, even for tractors etc.

That extract in isolation is making a clear difference between tractors,ag engines and light ag vehicles and the 1.5km restriction applied to 'limited use vehicles' A 2 mile restriction on a tractor would see almost all agricultural enterprises shut down.

I don't have all day to look for legislation about it neither does it bother me so much to do it. That was a quick extract. Neither am I wanting to argue but I would be cautious as, as far as I'm aware that is one of the clauses of using an agricultural vehicle.

Farm contractors should have their vehicles registered as HGV's and running on white diesel and the drivers should have the relevant category of licence to drive the weight and length of vehicle used so yes the bulk of them are running illegally. I think its slightly political to target the farming community therefore not many are caught at it. I've known of cases where insurance pay outs have been declined due to these regulations being broken.
