I don't think its a bad option and I looked at doing it a year or so back. I was in Dubai for 10 years (2004-2014) and when I left I was glad to be out of there. However, I can now see the attraction of having a 1-2 bedroom apartment to go to for 3-4 months when it is cold and wet in the UK (winter). However, I am not based in the UK but South Africa so I do not see the need for me now.

As to where to buy - that's a really tough one. Can't say from my experience that the quality of any of the buildings were spectacular. I guess it would depend on the view you want?

Do you still get a residence permit if you buy a property there? That would at least allow you to open a bank account (stash your cash away) and perhaps buy a car - or has it all changed?
