Currently have a Mk2 Fiesta full stage rally car which I use several times a year when I can afford but also enjoy doing a lot of passenger car auto tests both on grass and tarmac. Tried using the Fiesta once for a tarmac round but didn’t do well in it and not sure it’s suited to it so looking for something else.

Also thinking about doing some sprints, targa rallies and maybe 12 cars with the car as well.

Requirements:

Engine size not too important between 1.0 and 1.8
Good power to weight for the engine size
Small and lighter the better
Budget up to ~ 1,000 pounds

Options so far are:

Ford Ka
Toyota Yaris
Toyota Starlet
Daihatsu Sirion Rally
Mazda MX5 Mk1
Ford Puma
Rover Streetwise
Honda Civic
Renault Clio
Nissan Micra

Any other suggestions??

Common affordable cars on road rallies and Targas right now are:

C2 / Saxo / 106
Rover 25 / MG ZR
Proton Satria
BMW Compact

Mainly due to the nice balance of fun and affordable performance parts.

Off the wall suggestion - Suzuki Ignis Sport.

Igi sport is a good call, I reckon it would be very nimble on a Targa.
MX5 if you fancy some RWD action (who wouldn’t!) but the budget is a bit thin. There is a Prepped one for sale in the north at the moment, I think from memory it was£1600. Ad was on Facebook.

My wife had a Ford SportKa for a while and it was great fun to drive. Poor turning circle though.

Yep that's the one, assuming its not a rot box (as many are!) it would be a good prospect if the OP's budget would stretch.
