This isn't a Brexit thing. Even in the UK if you're driving a van (let's use Class 7 MOT as an example) and you're towing as part of your business you need a standard O-licence and a tacho. If you're going abroad then you need an International O-licence.

After studying a UK Gov document which is produced to answer equine queries and putting it into the motorsport arena assuming we're looking at a 3,500kgs van with upto 3,500kgs trailer.

Own van, own car attending race meeting / trackday / shakedown for no employment or commercial reason. No O or tacho.

Own van, 2-car trailer transporting own car, plus one for a pal for fuel/beer/burger money. No O or tacho.

Business van, business car and equipment attending race meeting / trackday for the purpose of passenger rides, instruction, A&D etc. Restricted O required, unable to decide whether tacho is required.

Business van, transporting someone else's car on a trailer for hire or reward. Such are providing A&D in their car. O licence and tacho required.
