Don't take this as gospel, but:

When the Euro-logo plates appeared, the Daily Scandalrags had a good old rant about us not being able to have England, Scotland etc identifiers on. After a few weeks of not letting the truth get in the way of a good story, it emerged that you could put whatever you liked on the bit where the Euro flag and country identifier went. The number plate itself is inside the border. It is this part to which the font/spacing legislation applies. A call to the AA or RAC should provide the official info.
