I watched that video as well. That phono preamp is massively over engineered.And they had to use copper PCBs for screening because it was built into a perspex case.

From what I've read, the preamp was sent to Tom Evans for repair, believed to have been damaged in the post en route to them (TE) and then the owner asked that 'Mend it Mark' repair it, and the comment about not being able to fix it was from TE himself.
This I belive is a fairly accurate account of events.

The code looks pretty ancient as well, so your early nineties theory is likely to be correct.
