Will I notice the differnce majorly between a tv that has a 1200 motion rate, and one that has 1700?

Both Phillips Ambilight.

Its image motion smoothing, which you turn off unless you want all your viewing to be like American soap operas.

All TVs let you switch off motion smoothing / true motion / sports mode.

Just go into the settings and switch off all "enhancements" "smoothing" "sharpness" . There are plenty of web guides. Basically there isn't much you can add to a picture with post processing that won't make it worse.
