At a guess, I'd say the pervasive nature of an insular community where backward traits are upheld - namely the patriarchal hierarchy prevalent in many parts of the homeland.Couple this with the insidious side of political correctness, lacklustre performance from social services & the other agencies involved.
The issues with the "community" involved are not a million miles away from same sort of mess from the poorly educated underclass that produced the Shannon Mathews episode & the other similar episodes form recent history.
Indeed, an element of it is intertwined in this story, the feral children in the house from where Dennis Pennis picked up his daughter.
It's no good looking down ones nose at them thought, there must be a way to help lift the ones who want to be helped out of the mire.
Sadly, there are many who simply don't want any help.
Having read so much about these grooming cases I decided to skip this tv piece - it must be pretty unpleasant viewing. May have another think about it later and catch it on iplayer if I change my mind.
As for the whole Pakistani angle I think it's unfair to tar every single male from that community with the same brush however I can see why people do it - the stats do speak for themselves and males from a Pakistani background are massively over-represented when it comes to those arrested, charged and convicted of such crimes. Although more recently Somalians seem to be giving them a run for their money when it comes to these vile crimes. It's all extremely depressing.

Muslims are heavily over represented in terms of the number of prisoners in the UK, but the latest stats suggest that men of Asian ethnic origin aren't.
I am genuinely interested in the primary statistics so I can tie them in with other issues surrounding crime.
Call me boring, but that's how I roll.
