First, if it is then I nonetheless doff my cap to him for an impressive feat of political opportunism. Second, it doesn't really matter if Trump or God or poor geological planning led him to the table; it is still good that he's at the table.
Third, if the foregoing is true, I wonder if it means that his warheads are not yet ready to be deployed on missiles, and require more testing first.

What they actually mean is they have about 6-9 months of rebuilding to do following their testing facility blowing up, and will have to find new scientists which may take longer. Because of this downtime they may as well see what cards they can play to get a bit of financial aid, some new cars, phones, etc before they start it all back up again.
What SK is hoping is that in this time they can make NK have enough dependency on them and their tech that NK doesn't want to restart it's nuclear programme.
Then you have both NK and the new SK president wanting reunification, which will be interesting.
