The only chance of ensuring some urgency to the negotiations is to go above his head.
It's natural for one Head of State to address others directly in any case. If it's going over Barnier's head, he should have heard the whoosh and got the idea that something happened.

You'd think they'd be able to espouse the virtues of everything to do with the EU by now, especially the freedoms (which seem to be becoming a noose).

He's not entirely wrong, though. They make a very comfortable living without actually having to be any good at anything; that may be unethical, but it isn't "thick" as such.And in my opinion "thick" is being kind
