Unfortunately, this speech, whilst looking like it was written by someone intelligent for him, was polluted with Trumps own interventions, thus ruining the message the scriptwriter and administration was trying to put across.

It would be a disaster and would only serve to legitimise the Maduro government as patriots. Whatever government that followed would then be seen as a puppet American administration.
Venezuelans, like all Latin American nations, are intensely patriotic and wary of the colonialisation, political or economic, of the USA. They may be in chaos, but it's their chaos thank you very much, and they'll sort it out eventually in their own way.

Thing is though, he keeps sending the message "I'm a tough guy and I'm gonna unload a sixpack of whupass on a rogue nation any day now", and yet he keeps doing ... precisely nothing.
The longer he does that, the more and more obvious it becomes to the RotW that he is a yappy little dog with no bite. And so he will be increasingly ignored and held in contempt, and the rogue nations abetted by Russia and China will continue down their merry paths. Not good.
And the flipside of that equation is that the longer he waits to bite, the bigger he will feel the bite needs to be. Which if he does decide to bite won't be good either.
