Considering airbags are designed around the fact you are wearing a seatbelt, to not do even if permitted seems monumentally stupid

No, doesn't make sense to me, either, but...

Oh, and as far as couriers go...
The real live actual law also said:
(b)a person using a vehicle constructed or adapted for the delivery of goods or mail to consumers or addressees, as the case may be, while engaged in making local rounds of deliveries or collections;

Yes, the gov.uk simplificatied explanations are sometimes wrong. Legislation takes precedence.

Yes, the gov.uk simplificatied explanations are sometimes wrong. Legislation takes precedence.
It's not wrong, it mentions licenced taxi drivers so that includes private hire.
