Likely there will be a raised floor to go above that floor you can see now, and the different coloured paints might represent the different zones that cabling is allowed to be laid in, under that raised floor?
The red could be the landlord's demise and tenants have to keep their underfloor installations in the yellow areas?
Or something to do with firebreaks and what level of protection the tenants are expected to do for their underfloor installations in the different zones?

I just asked someone there on my way back from Tesco. She confirmed it was floor sealant, where on most of the floor it's yellow-ish in colour and around the outside it's red to remind people not to put/store stuff there.
Result!
