Police cannot pursue when one of them removes their helmet.
Change the law, police can ram regardless of wearing a helmet or not, would soon sort the men from the boys.

If a copper chases down a scrote and knocks someone over, that someone can now sue the police for £££ and plenty of shyster lawyers out there to maximise your compensation.
No one cares if the scrote gets injured(apart from his family who,despite all evidence to the contrary, still think he is a little innocent angel) but its the innocent people the scrote,or a police car, accidently injure in the chase, that cops are worried about.
I wonder if you had a device that was set to explode if it was more than 50m away from you....and it looked like a phone...and you just happened to have it in your hands in the street as a moped thief went by .....would that be illegal? Probably

ETA: Doesn't even need to be an 'explosive' explosive: just a small spark plug with a digital switch.

If bikes become more secure you'll simply see a further rise in the attacking of delivery drivers and other innocent riders where keys and other security devices can be taken.
The only way this will stop is taking away their fearless attitude and allowing Police to start knocking them off their bikes. Give them a taste of some of fear they're giving their victims.
