I suspect they would still likely always have their jobs, because bad situations still happen, no matter how careful people are, and of course no legislation whatsoever is ever going to be able to counter the rank stupidity that some seem determined to display. There is always a loon somewhere for them to be working with.

Not that it excuses any of their stupidity but what made you think they were "experienced" campers?
I am talking about the two lads camped up near Red Screes where the rescuer suffered an accidental fall. They were reasonable high up, in the snow and seemed to me to know what they were about. Just one suffered chest pains.

Now clearly they could have been novices but I didn’t read it that way.
