Options
1. Go legal - but that costs a lot and they will still be there and probably make it their reason to exist to make his life hell.
2. Sell up - but it could be a place where your dad has lives for decades so it’s frankly not an option.
3. Keep the house but rent it out and rent somewhere else it will be cost neutral but removes all stress
You missed off option 4 which is the only effective one. 'Going legal' doesn't work on tts and the two options of running away don't work either.

This is basic basic stuff in how to deal with people and dealing with bullying aholes effectively will always follow a similar pattern. Sub contract the solution out if necessary.

Thing is that all takes time stress etc.
I’d not want my parents to have that issue in old age.

Life is short and especially for older people stress like this which is continuous really causes anguish and depression which always ends up with people getting ill and taking a long time to recover.

There is always two sides to the coin but as OP describes it they are class 1 s

OP I recall you mentioned “Private road” - so is it a private road from he highway throughout the cul-de-sac?

Does your old man + rest of the street pay in annually for all the grass cutting tree management and cost of rolling repairs for the road?
If so isn’t this totally different to a normal street in so much as the police cannot get involved as blocking in is irrelevant S you are all “off grid” so to speak.
By private road I meant private, non shared driveway. It's ex local authority house so no factors fees etc. CCTV is en route and should arrive on Monday, hopefully that will act as some sort of deterrent

He's prepared to put up with the parking for a quiet life. It's the verbal abuse and someone trying to run him over he's concerned about

‘The police aren’t interested unless a crimes been committed’ ... since when is attempting to run someone over not a crime?!
He got changed but they're not interested any in any of the verbal stuff... apparently it's a civil matter
Do you mean charged? What with?
Charged with breach of the peace for trying to run him over
Sounds a very mild charge for what appears to be a very serious offence. Dangerous driving sounds more appropriate and would have removed the guy's licence.

OP a different possible angle I raise this as a neighbour of ours is sadly suffering from this illness - zero behaviour you have though

Altzeimers.... frequently there trying to help? Swearing shouting aggressive and older age can be a cause of this condition.
Might not be relevant at all but you never know. Sure some people are s, has it deteriorated/ or has it always been like this

Do you know someone who can scare the living st out of this guy? This will be by far the most efficient and effective method. Slightly risky, though.

Has he always been like that or has things got worse? Any point in time (his divorce ? ) which might have kicked off fktard behaviour

Have a word with your local council (highways) as I do beleive they can take some sort of action for blocking the highway at no cost to you.

It appears to be a private road otherwise the police would be dealing with the parking issue.

This is an easy one! next time the brother is imminent go outside and put a little air in you tyre muttering bds or similar.
knock on the neighbours the next day when he isnt there and ask if they had seen anyone meddling with the car as someone keeps letting air out of the tyres.

Give it a week, then when the next opportunity presents itself let all the air out of one of his tyres! do this 3 or 4 times and he will think twice about parking there smile

Depending on the circumstance and how well you can handle yourself.

When you ask just smirk at them then when the 4 and flat smirk and wink. When he is effing and hedging at your Dad blow him a kiss. Hopefully they will react and IF they touch you game over (don’t do anything to them let him assault you - CCTV it down to old bill job done). Then continue to blow him kisses every time you see him - this sort of thing really makes fktards to come out in a big way normal people wouldn’t do a thing.

Get a post. A big concreated in one. Put it down.. let him park. Put it up and lock. Go away for a couple nights. Hidden camera. Criminal damage surely. Repeat. Even if it requires new post each time. He'll soon stop.
