For exactly the same reason we can't all just go buy an acre of agricultural land and build our dream house on it.

If it falls outside a development boundary then you can get a planning consultant on board to attempt to change their policy or the more normal approach is to carefully extend the curtilage of the property over time and demonstrate that the land forms part of the amenity enjoyed by the existing house and is therefore residential land for the purposes of planning.
