Sounds like you were lucky. The police don't mess about and you could have just as easily ended up in jail.H & S wasn't a strong point.
Four years ago I was on a guided scooter tour and the police pulled over the guide to check paperwork which was all in order. If it wasn't I wouldn't have been surprised to find myself detained.
I guess things have changed since then but I didn't see any petrol stations anywhere on the main roads nor anywhere you could stop for food etc.
