For a hotel I really recommend 'The Headland'. It's about the best in Torquay at the moment IMHO.
For food, Tripadvisor is pretty much bang on the money. Number 7 Fish Bistro if you like fish.
I live in Torquay so send me a PM if you want any help.

In that case, Tripadvisor is going to be your best bet.Although I was in Babbacombe yesterday and thought http://www.downshotel.co.uk/ looked very nice from the outside. A wonderful view over the sea too.
I'm sure I wont be popular for saying this but Torquay is a sthole, I've never seen so many googlies hanging about in one area. The local asylums must stick them on a bus and they get off at the end of the line which is Torquay bus station. Also Jimmy Saville is alive and well and driving a cab round the area, although he takes offence and boots you out in the middle of nowhere when you cheerily point this out to him. Coupled with the fact that every where you walk no matter which direction is drastically up hill its a no from me.

Bits of it are, certainly, but so are a lot of seaside towns nowadays. However, plenty of it is still lovely. The harbour, a stroll along the promenade with the new flats and restaurants where 'The Palm Court' used to be, Meadfoot Bay, Babbacombe, Cockington and that beautiful view across the Bay to Brixham.
I'm biased as I live here (I'm not a Devonian, though my wife is) but I still think it's lovely.
I had to go there at short notice for an enquiry once.
Popped into the local pub near my designated shack for the night, inadvertently 'cut the line' in front of an extremely inebriated local, to whom I apologised for not having seen him. "C@NT!" yelled right in my face. Nice place.
Previous attempt was an abortive dirty weekend with significant other. Horrible damp, mouldy hotel room. For some reason we paid for 2 nights up front but scarpered after our first night in Fawlty Towers.

For somewhere to stay in Torquay, I'd highly recommend The Heathcliffe house
We only found it when going to radio 1 big weekend a couple of years ago in Exeter. Since then myself and my partner make sure we go down yearly, twice so far this year and it is a 6 hour drive for us.

I live in Torquay & i know which taxi driver one of the above poster means, he's dropped me off a couple of times in the past.
I can't imagine he was particularly impressed by being told he looks like a kiddie fiddler!
Hotels wise: The Grand, The Imperial, Meadfoot Bay, Orestone Manor.
The thing is a lot of the hotels are geared towards coaching style holidays, so there isn't as much dedicated top class hotels in the area like you'd get elsewhere.
Food wise, if you like burgers: The Shack or Meat 59.
Fine dining head to The Orange Tree or The Old Vienna.
If you want good food, with a more casual service, then head to 'On The Rocks, or Pier Point.
Fish and chips wise, the best one on the harbour is 'the great british fish & chip shop'.
