I'm pretty sure it's a bandstand, but no idea where this one is.
Coventry or Newark is my guess.
There are a few Vulcans that live outside, most are indoors.
If it’s the Newark one it’s the last but one Vulcan built. The Coventry one was delivered to 617 Squadron the Dambusters.
