Exactly, that's still an assumption indeed but Rennes is currently the "Chef-lieu" at Regional level, in addition to being the Prefecture of the department.
I don't think it's going to happen anyway as the entire Loire-Atlantique would have to leave the Pays-de-Loire and Nantes is the Chef-lieu of that region.
