If it's an official one the road is closed with the authority of the police and AFAIK they should have a letter form the police stating that. Do they have devolved authority from the police to do this?
Certainly when I've marshalled* a couple of times at a local half marathon I've been such a letter.
* I did have a high vis but no 4x4. Sadly the same couldn't be said of the Raynet numpty who seemed to think he was in charge because he had a radio and could talk to someone.

Now i know Red/green/blue are emergency groups,, could this be a splinter walt group?

And knowing how much the Yanks love an acronym, they obviously reverse-engineered it to fit something to HERO.
