If they obstructed the carriageway to prevent passage, I'd likely ask them if they were the police. If they said no I'd tell them I'd like to pass and require them to move. If they didn't, then I'd likely get VERY cantankerous.
Tricky one. In some regions (or "zones" as I believe they're called over the 'net) local authorities and Plod are giving Walt Brigades the clout to enforce road closures, so although the road closure has to be established by uniformed police, they can then post a Walty at the cordon and instruct them not to let anyone pass.Course the tricky bit is if someone does.
My guess is the correct procedure would be to take details, and advise Plod by phone although I'm pretty sure the reality would rapidly descend in to an episode of The Professionals.

And specific to them stopping a MoP on the open road. The little tale of them stopping a "suspicious person" who turned out to be a relief milker for the farm" or somesuch.
To be fair, it does that that the 4x4 "stops at a farm known to us", they didn't say that they'd stopped it. Though the "known to us" is a bit spurious - you'd imagine if they're local patrols, then all the farms in the area would be known to them. I recall going to Cheshire Oaks (I know, I know) one day when it was really busy, and wish I'd taken a photo of all the people in hi-vis standing alongside the entry roads, near signs saying something like "Police powers in force". Especially as those powers seemed to involve standing in small groups, wearing mirrored sunglasses, chatting with each other and ignoring all the traffic.

Isn’t this spell of weather manna from heaven for these guys?
The normal folks will be being genuinely useful this week that’s for sure. For walts, the ones that haven’t passed out from priapismic blood rushes will probably be too busy taking videos of themselves about to assist an ambulance but by the time they’ve set out the cordon, briefed the media, called in an air strike and discussed how many of them will he needed on the balcony poor old Gladdis will be dead.

Could it not just be a Police policy for keeping hazardous individuals away and in a secure location? A bit like sending the kid on the building site to go and ask for a ‘long standing weight’?Policeman 1: Ok we have a major incident at....
Policeman 2: Ok, I’ll instruct all the Walt’s to go and stand in fields for the next 12 hours while we sort this out.
I've been deployed as an emergency taxi service to drop a few people home from work tonight.
Although I have winter tyres and all wheel drive, it's only a VW Transporter, and not a Land Rover/Frontera/Samurai etc. Nor do I have anything Hi Viz, and no amber lights or winches. I have a got snow shovel in the back though.
I'm not sure if I'm suitable material for these duties. It's quite some responsibility. .
