That's what I'd have thought, but it does seem to be a thing now. Lots of reports of it being done.

I'm an undertaker - unfortunately I cannot avoid getting close to them at funerals.

I'm not sure allotments are council. My step father has one in Porlock. I can't imagine a more uncouncil location.

Definitely not council. They're not going to graft that hard for some veg when the chip shop does them for no effort.

A serious question for all the people that have to deal with or house such people... How do you do it and not lose it with them? If I saw these types of work shy lay-abouts day after day I think I would lose it.

I mean I know a guy (well family) and the kids are ultra-violent and thick as can be. All have "crippling" conditions. None of them work officially but all have expensive habits (not drugs, just bad food, fags etc) and they spend > 500 quid on fags and booze a month. On the side, they work and it seems like they are having their income suspended every other month.

Annoys me intensely. If I was forced to work with them and such... I just couldn't.

That's what I'd have thought, but it does seem to be a thing now. Lots of reports of it being done.
Lots of nonsense reports of burglars marking pavements and gate posts with chalk symbols a while ago that were apparently to (inexplicably) pass on security information to other burglars.

Just because it's widely spread by the 'don't think just share' brigade as a 'thing' doesn't necessarily make it true.
